New Parliament speaker cannot move up the order for a motion

KUALA LUMPUR — July 13, 2020: Newly-appointed Dewan Rakyat speaker Datuk Azhar Azizan Harun has no authority to move up the order a motion of no-confidence against Prime Minister Tan Sri Muhyiddin Yassin.

The motion was submitted by Langkawi MP Tun Dr. Mahathir Mohamad and was listed as item number 27 when former speaker Tan Sri Mohamad Ariff Md. Yusof was speaker.

Ariff was appointed by the previous Pakatan Harapan government and was replaced today by Azhar.

“I don’t have the authority to move it up,” asserted Azhar at a press conference, adding that his office will deal with it when the time comes.

In response to criticisms from Pakatan politicians who had in fact appointed him as Election Commission chairman after the last federal elections in May 2018, Azhar maintained that his appointment process was in accordance with Parliamentary Standing Orders.

When asked about claims from the opposition that they were not aware there was a need to nominate a new speaker, Azhar pointed out this matter was widely reported by the press and thus in the public domain. Further, the SOs do not require a notice to be issued and also that anyone can be nominated.
